Small builders will benefit from a £100 million cash boost to recognise and support their important role in keeping the country building, Housing Minister Brandon Lewis said today (6 July 2015).
The Housing Growth Partnership will act as a dedicated initiative that will invest alongside smaller builders in new developments, providing money to support their businesses, helping get workers onto sites and increasing housing supply.
The Partnership will also establish a network of builders, including experienced developers, who will act as mentors and advisers to those looking to expand and grow their businesses.
Supporting small builders
In the last 25 years, the number of firms building between 1 and 100 units a year has fallen from over 12,000 to fewer than 3,000.
That’s why the government has placed housebuilding at the heart of its long-term economic plan, to get homes communities want built and create jobs in construction and related industries.
The latest housebuilding figures show starts have more than doubled since those seen during the same period in 2009 – with both starts and completions rising in the past year and the number of homes granted planning permission are at the highest annual total for 8 years.
Launched today, the Housing Growth Partnership will help small builders to play their part in this success.
The government has matched a £50 million investment from Lloyds Banking Group to create the £100 million Housing Growth Partnership, which will be used to help smaller builders to invest in new projects and develop their businesses, allowing them to recruit and train skilled workers and become more competitive in their local area.
The partnership expects to make around 50 investments, with the aim to provide an additional 2,000 homes.
Housing Minister Brandon Lewis said:
The 2008 economic crash devastated our army of small builders, with delivery falling from 44,000 homes to just 18,000 – 7 years on, companies are getting back on their feet but we’re determined to give them all the help they need.
Access to finance is one of the biggest challenges they face – so that’s why today I’m launching this £100 million commitment which will help our smaller builders fund new projects, expand their businesses, create more jobs and build more homes.
With housing starts at a 7-year high and climbing and homes granted planning permission at 261,000 – the highest since 2007, this work will ensure we maintain this momentum and keep the country building.

It will provide SME house builders with much needed equity to support residential development projects, to stimulate growth in their businesses and facilitate access to conventional property development finance.
We believe building both a greater quantity and mix of homes will help Britain prosper and this partnership will help address the issue of housing supply in the UK.

There has been a sharp decline in the numbers and output of SME house builders over the past 8 years. One of the biggest obstacles these firms have faced is a severe difficulty in accessing finance. Without adequate access to finance they cannot bring forward the number of new homes they would otherwise.
The new Housing Growth Partnership will directly help to address this issue and the additional £50 million greatly increases the scale of what can be achieved. We commend Lloyds Banking Group and the government on their trailblazing approach and we hope this marks a real turning point in the fight to provide adequate finance to the SME house building sector.
Housing Growth Partnership seeks to invest alongside the following:
• small and medium sized house builders who have evidence of a solid track record in delivering residential development schemes
• house builders who on average have 10-100 single unit completions annually over the past 3 years, and have a proven track record in land buying, design, construction, marketing and sales of new homes
• the government’s investment supplements the initial £50 million announced by Lloyds Banking Group in October 2014
The Housing Growth Partnership will support residential development projects with a gross development value of between £0.75 million and £12 million and will offer investments in the range of £0.5 million – £5 million for each project.

Jigsaw Trust is a UK registered charity located at Dunsfold Park, Cranleigh. The primary objective of the Trust is to improve the lives of those affected by an autism spectrum disorder through the provision of high quality, accessible, educational and wellbeing services
The Trust is currently the main funding vehicle for The Jigsaw CABAS® School and Jigsaw+ Adult Services raising funds for both capital requirements and day-to-day operating budgets.
The Jigsaw CABAS® School opened in September 1999 with 6 pupils. It is registered as an independent day school for pupils with autism spectrum disorders and is one of a few schools in the UK offering a structured programme of intensive intervention based on the principles of Applied Behaviour Analysis (ABA). It has a staffing ratio of 1 member of staff to each pupil. We currently have 59 pupils that attend the school.
Jigsaw+ Adult Service’s was founded in 2012 and officially opened the doors to the Centre for Lifelong Learning in April 2013.Jigsaw+ is dedicated and passionate in its commitment to support adults with autism to make positive, personal choices that enhance their wellbeing, independence and social inclusion.

Phil is in fact a Cranleigh resident and the Chamber of Commerce was able to persuade him to meet with and talk to members, in between his globetrotting across Europe, Singapore and India where he is in great demand.
All seats were sold out for the event and everyone agreed that they had learned so much more in 45 minutes than they could have imagined.
Paul Arding, of Cranleigh Furniture Emporium said on Twitter ‘Been to a great wake-up call meeting with Cranleigh Chamber, hosted by 140- I have been tapping away like a madman!
Philip talked about the move from Google to Twitter as the major search engine.
He spoke about a local business which he had contacted via Twitter, emphasizing the ‘immediacy and intimacy’ of social media which customers now come to expect, indeed demand. If you have a Twitter account, be sure to monitor it and use it!
In the same way that social media originally encouraged a culture of social relationships, Twitter, Facebook, Linked In and others are now a key source to develop business relationships. He reminded the audience of the importance of keeping a full profile up to date on Linked In which has also become a key search engine.

It’s just possible that a car parking revolution will reach Cranleigh soon.
Cranleigh Chamber of Commerce has taken the lead with Waverley Borough Council and Cale BriParc to investigate the installation of new technology.
The current pay-and-display system has been criticised by shoppers who have to hurry back to beat the expiry time of their ticket. The new parking system supported by the Chamber of Commerce, and now under consideration by stakeholders, enables visitors to the village to pay at the end of their stay using either a credit or debit card.
Those that prefer to pay for their parking with cash will be able to continue to do so. Current parking machines can be simply adapted to accept both coins and cards.
Bob Bayley, Vice President of the Cranleigh Chamber of Commerce and committee member responsible for infrastructure, is enthusiastic about this cost effective solution to car parking in Cranleigh.
He said: “We are keen to make shopping in Cranleigh as free of stress as possible. Both residents and visitors to the village desire the ability to relax while taking advantage of our great choice of shops, services, cafes and restaurants.
“Dashing back to the car park in fear of a substantial parking fine can spoil an otherwise enjoyable time in our unique village. The proposed system does not require notoriously unreliable barriers and offers total freedom to visitors”.

Cranleigh Chamber of Commerce committee member Martin Bamford attended the Cranleigh Parish Council Planning Committee meeting yesterday, to speak up for business in Cranleigh.
After welcoming the new Planning Committee on behalf of the new Chamber of Commerce committee and our members and saying we look forward to working with them on planning matters which are relevant to the local business community, Martin explained one of the goals of the Chamber was to provide appropriate increased accommodation for employment.
He spoke in support of a planning application for a new retail unit adjacent to 110 High Street, saying we support this application as it would create a valuable new retail unit at the heart of the village, contributing towards a thriving High Street environment.
Martin explained that retail space in the High Street is currently at a premium, so the addition of a new retail unit will improve supply which we expect to be met by growing demand in this recovering economic climate.
He also commented that the plans submitted will mean vehicles will no longer be crossing the High Street pavement, which is positive for the safety of shoppers and pedestrians.
The Cranleigh Parish Council Planning Committee discussed the application and agreed to put it forward to Waverley Borough Council with no objections.
They commented that parking in the village is at a premium and also had a concern about lighting behind the property, as there is a bin store area for residents of the flats above.
We look forward to representing the Cranleigh business community at future Planning Committee meetings and with other key stakeholders in the village.

In recent weeks, Surrey Police have seen an increase in non-dwelling rural crimes.
Thieves have targeted rural businesses and residential (rural) non-dwellings. In some cases Land Rover vehicles have been stolen in order to commit these crimes by ramming through gates.
Large and small rural businesses have been targeted.
The local policing team and specific proactive teams are continuing to patrol overnight to catch and deter these criminals.
The Cranleigh Safer Neighbourhood Team are also running the following event.

This meeting was an opportunity to discuss with Alan the aims of the new Cranleigh Chamber of Commerce committee, and also to understand the Surrey County Council priorities and support for local business.
The committee was also able to gain feedback and views from Alan on a wide range of topical issues for Cranleigh, including transport, parking, availability of business premises, housing, education and tourism.
We were pleased to hear Alan and Surrey County Council share the goals of the Cranleigh Chamber of Commerce which acts as a positive voice to attract, retain and encourage growing businesses.
Also attending the committee meeting was Carol Squires, Head of Business Development for Surrey Chambers of Commerce.
Cranleigh Chamber of Commerce is an affiliate member of Surrey Chambers of Commerce and it was great to hear from Carol about the various member benefits of this affiliation.
Carol invited the Cranleigh Chamber of Commerce to participate in their quarterly economic survey, the results of which are used nationally to inform monetary policy. We will also be working more closely with the Surrey Chambers of Commerce to host and promote events, offer access to free business advice and establish a discounted membership to the Surrey Chambers of Commerce for Cranleigh Chamber of Commerce members.
We thank Alan and Carol for taking the time to meet with the committee and look forward to continuing our working relationship with both organisations in the future.

The newly elected committee has set a target of growing membership to at least 100 businesses from Cranleigh and the surrounding areas.
Richard Graham of One Forty, recently elected as President of the Cranleigh Chamber of Commerce, commented:
“We inherited a membership of 60 businesses when the new committee was elected in April. The new committee is passionate about business in Cranleigh and the best way for us to be a strong voice for all enterprise in the local area is to attract a considerably larger membership.”
